Over the past three years, the Call to Effective Action program has raised the bar on research rigor and data consistency by funding and evaluating programs across 29 states.
In response to the Notice 2025-70 published by the Internal Revenue Service (IRS) on the implementation of Section 25F enacted through the “One Big Beautiful Bill Act”, Accelerate filed a comment responding to the questions raised in the notice.

Accelerate will continue to refine the cost tool to improve its use and usability for the field by leveraging field-based feedback from our network of providers and research partners. Our goal is to make rigorous cost analysis a standard part of program evaluations to inform the decision-making of education leaders and other key stakeholders.

We propose formal definitions for the following four dimensions of tutoring dosage: (i) program dosage; (ii) scheduled dosage; (iii) adequate dosage; and (iv) actual dosage.

Through Accelerate’s Call for Effective Technology (CET) grant program during the 2025-26 school year, we aim to address existing gaps in the research by funding promising AI and tech-enabled tools and studying their design, implementation, impact, and cost-effectiveness.
