States Leading Recovery: Request for Applications
The States Leading Recovery grant program provides funding and strategic support to states seeking to advance academic recovery by integrating high-dosage tutoring in their public schools in 2025-26.
States are uniquely positioned to support districts and charter schools in widely adopting this intervention and build the regulatory frameworks that will enable quality tutoring at scale in the long term.
Through skillful state-level coordination – including, encouraging adoption of evidence-based tutoring models, offering implementation support, developing policy frameworks, and refining data collection processes – states can address academic gaps by ensuring students receive effective individualized instruction.
For the purpose of the States Leading Recovery grant program, the term ‘tutoring’ includes a variety of delivery models, including in-person, virtual, hybrid, or fully tech-enabled.
Accelerate’s States Leading Recovery (SLR) grant program provides states with grant funding and expert support to strategically leverage and scale high-dosage tutoring to address statewide academic gaps.
Accelerate offers two different SLR grant opportunities in 2024:
- Up to $1,000,000 for a Scaling grant to refine and grow high-dosage tutoring programs
- Up to $500,000 for a Launching grant to plan for and roll out high-dosage tutoring opportunities

- IMPLEMENTATION – Integrate high-dosage tutoring (HDT) into state academic programs by providing LEAs with the tools needed to select providers and manage programming.
- POLICY – Codify tutoring programs in partnership with lawmakers or policymakers.
- DATA & RESEARCH – Partner with Harvard University’s Strategic Data Fellowship to refine and implement statewide student-level data collection protocols for tutoring, as well as formal research partnerships to evaluate the state’s tutoring efforts.

- DATA & RESEARCH – Partner with Harvard University’s Strategic Data Fellowship to build systems and policies to collect and analyze student-level tutoring data to improve programming.

Competitive Preferences
Competitive preference may be considered for applicants who meet the following criteria and/or commit to the following grant activities in their application:
STATE CRITERIA
- – Apply through a partnership with the Governor’s Office.
- – Have addressed high-quality instructional materials adoption and implementation in legislation/policy
- – Have addressed Science of Reading in legislation/policy.
- – Invested in its HDT data infrastructure.
- – Demonstrate ability to bring together a coalition across governor, advocacy, nonprofits, and practitioners.
IMPLEMENTATION GRANT ACTIVITIES
- – As a part of the state’s preferred tutoring provider list, require providers to agree to respond to district procurements for outcomes-based contracts (OBCs).
- – Provides LEA subgrants for HDT (no minimum or maximum dollar requirement) in state priority grade or subject areas.
- – Require participating LEAs to collect & report to the state student-level data for data analysis and research.
POLICY GRANT ACTIVITIES
- -Develop and partner w/ the SBOE or a legislative sponsor to codify state-wide criteria for HDT in state policy. At a minimum: dosage, frequency, ratios, data-driven, high-quality tutors, approved providers, and reporting requirements. See model regulations for more details on the types of policy that could be described.
- – Convene stakeholders in partnership with Accelerate to develop and socialize a tutoring legislative and/or policy agenda.
RESEARCH
- Conduct a rigorous research study (e.g., n randomized controlled trial or quasi-experimental design) RCT aligned to ESSA Tier I (Strong Evidence) or II (Moderate Evidence) of evidence to study cost-effectiveness, educational return-on-investment (ROI) of tutoring services in partnership with a third-party state-based institute of higher education or an Accelerate-selected research partner.
OUTCOMES-BASED CONTRACTS
- – Already participate in OBCs in some form or fashion or are committed to pursuing OBCs.
- – Promote OBCs as a method for contracting tutoring providers:
- Partner with Accelerate’s OBC TA provider (TBD);.
- Engage at least 6 districts in OBC webinar/conversations;.
- Identify a cohort of districts working to adopt OBCs;.
- Identify OBC-preferred providers;.
- Develop and release state resources to facilitate the adoption of OBCs;.
- Develop and release policy recommendations related to OBCs.

- January – March 2025: Grantees publicly announced and grant activities finalized
- September 2025: Tutoring launches in 2025-26 school year
